The water levels of the St. Lawrence River have fluctuated many times over the course of its history. The high water levels and strong flows recorded in 1974 and 1976 led to major floods, while low water levels and slow flows during the summers of 1963, 1999 and 2001 limited access to certain lakes and certain uses, such as boating. These events were brought on either by too little or too much precipitation, which is governed by the climate. The Great Lakes–St. Lawrence system is thus vulnerable to climate change and liable to sustain major impacts as a result.

In order to report on the impacts of climate change and the adaptations to which they have led, the ZIP committees of the Haut-Saint-Laurent and Ville-Marie organized a series of four public consultations under the theme “Lake Saint-Louis at risk? What are the impacts of climate change and what choices are available?” Specialists discussed the results of their work with users of the St. Lawrence River and shared their concerns on the subject, particularly the impacts of water level fluctuations in Lake Saint-Louis and the adaptive measures taken. The event was sponsored by the International Joint Commission and by the Climate Change Action Fund.

Jean François Bibeault and Christiane Hudon, of Environment Canada, delivered the following presentations during these public consultations in collaboration with the Meteorological Service of Canada:
